What Is White Chocolate?
White chocolate is chocolate made primarily from cocoa butter, milk and sugar, but with no cocoa solids. Without the cocoa solids that give dark and milk chocolate much of their colour and rich, characteristic cocoa flavour, white chocolate is pale and tastes primarily of milk, sugar and the subtle richness of cocoa butter. Its character therefore depends heavily on the quality and character of the cocoa butter, the milk used, the balance of ingredients, and how the chocolate is made. Some people don’t consider white chocolate to be “real” chocolate because it contains little of the flavour traditionally associated with chocolate, although it is made from a genuine cacao-derived ingredient and is legally recognised as chocolate in many countries. The often-cited rule of thumb of looking for 35% cocoa butter or above is a useful starting point.

What is white chocolate actually made of?
At its simplest, white chocolate is made from cocoa butter, milk and sugar, sometimes with a small amount of vanilla. Those are the three ingredients that form the basis of a well-made white chocolate, although some recipes may include other ingredients for flavour, texture or manufacturing.
Cocoa butter is the one ingredient in white chocolate that comes directly from the cacao bean. It is the same natural fat found in dark and milk chocolate, separated from the cocoa solids and used here on its own. It gives white chocolate its characteristic melt, richness and, depending on how the cocoa butter has been treated, some of the subtle character associated with cacao.
Milk provides much of the familiar flavour and creaminess of white chocolate. It is usually added as milk powder or other dried milk solids rather than fresh milk, because these forms are easier to incorporate into chocolate and give the finished product greater stability and shelf life.
Sugar provides sweetness and balance, and proportionally it tends to make up more of a white chocolate recipe than it does in dark or milk chocolate. Without cocoa solids contributing their characteristic bitterness and flavour, the balance between cocoa butter, milk and sugar becomes particularly important to the character of the finished chocolate.
Is there a legal minimum composition for white chocolate?
In the UK and EU, chocolate must contain at least 20% cocoa butter and 14% dry milk solids to be legally sold as white chocolate. That’s set out in EU Directive 2000/36/EC. The purpose of the threshold is straightforward: it stops anything with less cocoa butter, or none at all, from using the name.
That doesn’t mean cocoa butter has to be the only fat present. The same directive permits up to 5% of certain other vegetable fats, palm oil among them, to be added to chocolate generally, white chocolate included, provided it’s declared on the label with the required “contains vegetable fats in addition to cocoa butter” statement. So a white chocolate can legally meet the 20% cocoa butter minimum while still containing a small proportion of a different fat alongside it.
So if 20% cocoa butter is the legal minimum, what does the 35% figure recommended on this page for white chocolate actually represent? At MayHawk we believe this is the point where cocoa butter is genuinely doing enough work to carry the chocolate’s character, rather than sitting at the bare minimum needed to use the name at all. Our white chocolate, made as one-off special bars, contains at least 40% cocoa butter, and as high as 60%.
Does white chocolate contain cocoa, cocoa solids, or cocoa powder?
Talking to people we find that this topic is genuinely confusing, and worth answering plainly, one ingredient at a time, since “cocoa” gets used to mean several different things depending on which part of the bean is being discussed. At MayHawk we look at it this way:
- Does white chocolate contain cocoa butter? Yes, and it’s the one essential cacao-derived ingredient white chocolate actually has, at least 20% of it by law, and typically considerably more in a well-made bar. Without cocoa butter, there’s no white chocolate at all.
- Does white chocolate contain cocoa solids? No, never. Cocoa solids are the non-fat part of the cacao bean, the material that gives dark and milk chocolate their brown colour and much of their characteristic flavour. White chocolate is specifically defined by their absence.
- Does white chocolate contain cocoa powder? No. Cocoa powder is made from cocoa solids, once most of the cocoa butter has been pressed out of them, so a chocolate that’s genuinely free of cocoa solids can’t contain cocoa powder either. If a product does contain cocoa powder, it isn’t white chocolate in the accepted sense, whatever it’s labelled.
- Does white chocolate contain cacao? Yes, in the sense that matters, cocoa butter comes directly from the cacao bean, pressed out during processing the same way it is for dark and milk chocolate. It just doesn’t contain the part of the bean, the solids, that most people picture when they think of “cacao.”
Why is white chocolate white?
The colour comes down to what’s missing rather than what’s present. Cocoa beans are made up of roughly half cocoa butter and half cocoa solids by weight, though the exact balance varies between origins and cacao varieties. When the cocoa butter is pressed out the cocoa solids, the non-fat part of the bean that gives dark and milk chocolate their brown colour, are left behind entirely. White chocolate, made only from that pressed cocoa butter, has none of them, so there’s nothing left to darken it.
Cocoa butter’s natural colour is a pale, creamy yellow, not white at all, closer to unsalted butter than to snow. That colour, combined with milk powder and sugar, both pale ingredients in their own right, produces the ivory or soft cream shade most white chocolate actually is.
A true “white” white colour doesn’t occur naturally in a well-made bar. Some cheaper products add titanium dioxide or another whitening agent to catch the consumer’s eye. The best craft white chocolate, made from a single origin, using non-deodorised cocoa butter, has a cream colour to it.
Is white chocolate real chocolate?
This question divides many people’s opinion, is white chocolate real chocolate? We’re going to say no, not really. But that is only MayHawk’s reasoning, not a legal one. For us white chocolate sits much closer to the term confectionery than a single-origin 81% dark chocolate does. But legally, in most countries, yes, it is “real” chocolate. In the UK and EU, “white chocolate” is a reserved description with its own legal minimum, at least 20% cocoa butter and 14% milk solids, covered earlier on this page. A product that doesn’t meet that threshold can’t be called white chocolate at all. By that measure, white chocolate is exactly as real, legally, as dark or milk chocolate, each has its own defined composition it has to meet to use the name.
The doubt we have, which is shared by others, comes down to this: dark and milk chocolate carry the bitterness, depth, and characteristic flavour that come from cocoa solids. White chocolate has none of that. To anyone whose idea of “chocolate flavour” is built entirely around what cocoa solids provide, what a single-origin chocolate is all about, white chocolate can feel like it’s missing the point of chocolate altogether.
That being said, it doesn’t mean that we don’t use it at MayHawk, or consider it a fascinating material in its own right. Added as a swirl to marble a dark chocolate, or as a base for genuinely innovative, flavourful ingredients, white chocolate earns its place in the range. We consider it an ingredient rather than a chocolate, a tool in the toolbox to be used inventively. It genuinely makes us stop and think about how to use it correctly. We also recognise that some of our customers love the white chocolate editions we make.
Looking at it scientifically, cocoa butter is every bit as much a product of the cacao bean as cocoa solids are, pressed from the exact same nibs, carried through the same fermentation and roasting before the two are ever separated. By that reasoning, white chocolate isn’t a lesser or imitation product, it’s a type of chocolate built from one part of the bean rather than two. That’s a real, defensible position, and it’s the one the EU regulations are built on.
How is white chocolate made, and why is pressing the important step?
White chocolate is made from cocoa butter, cocoa butter comes exclusively from cocoa beans. And the early processing stages are identical to all chocolate: cacao beans are sorted, roasted, cracked, and winnowed to separate the nibs from their husks, then ground into a rough paste. Up to that point, there’s nothing distinguishing white chocolate’s process from any other type.
Pressing is where it genuinely diverges, and it’s the step that actually defines white chocolate rather than just being one stage among several. The ground nib paste is loaded into a hydraulic press and squeezed, separating it into its two natural components: cocoa butter, which comes out of the fine mesh as a rich, golden liquid, and cocoa solids, left behind as a solid cake. That cake gets milled separately into cocoa powder. Only the cocoa butter goes on to become white chocolate.
The pressing technology that makes white chocolate possible also made the first solid “eating chocolate” possible too. The process traces back to 1828, when a Dutch chemist named van Houten developed the process to separate cocoa butter from ground cacao, originally just to make a better cocoa powder for drinking chocolate. The cocoa butter that came off in that process was, at the time, treated as an unwanted by-product. It took another nineteen years before the British chocolate maker, Fry’s of Bristol, took that excess cocoa butter and combined it with cocoa mass and sugar to make a paste, creating the world’s first solid eating chocolate in 1847. Once separated, the cocoa butter goes into a grinder or mill, along with sugar, and milk powder, often with vanilla. The same as making any other chocolate. Next, the full conching process typically takes a day or two, and the chocolate is then tempered in the usual way before moulding.

Does white chocolate contain caffeine?
Only in trace amounts, close enough to none that it isn’t worth factoring into anything. Caffeine, along with theobromine, the related alkaloid that gives chocolate its gentle lift and stimulation, is concentrated almost entirely in cocoa solids. White chocolate has no cocoa solids at all, so it has essentially none of either compound.
For people who are kept awake at night after eating dark chocolate, this is a genuine, meaningful difference from dark, milk, and dark-milk chocolate, all of which contain real amounts of both alkaloids in proportion to how much cocoa they carry.
Chocolate is also widely believed to trigger migraines, though the evidence for this is weaker than the belief suggests, properly controlled trials that tested chocolate against a placebo directly have consistently failed to find a significant difference in migraine attacks between the two, even though a meaningful share of migraine sufferers report chocolate as a trigger for them personally. If chocolate genuinely does trigger headaches for you specifically, white chocolate’s near-total absence of caffeine may be worth knowing about regardless of what the wider research shows.
It’s also worth knowing this the other way round, for anyone checking because of a pet rather than their own diet. Theobromine is what makes chocolate toxic to dogs and cats in sufficient quantity, and because white chocolate carries almost none of it, it’s considered the least toxic type of chocolate by a wide margin. That doesn’t make it safe to feed pets white chocolate deliberately, any chocolate is still worth keeping away from pets, but it’s a genuinely useful practical fact if your pet has consumed white chocolate by accident.

There’s no single best cocoa percentage, it depends on how much you want the taste of cacao itself to lead, rather than sweetness and creaminess.
- Dark chocolate: A good dark chocolate, made with a short ingredient list, is sold from 60% to 100%. Our advice is to start at around 70%. At that level, the cocoa’s own flavour, fruit, spice, or floral notes depending on origin, comes through clearly without being overwhelmed by sugar. Moving up to 85% or 100% intensifies that character further, giving a bolder, more direct experience of the bean, though it also means less sugar to soften any sharpness in the cacao itself. - Milk to dark-milk chocolate: For a good milk chocolate, look for 37% to 60% cocoa solids. Many milk chocolates on the market sit toward the lower end of that range, but 40% and above is where the cocoa genuinely starts to lead rather than the sugar, giving a noticeably more chocolatey flavour without losing the characteristic creaminess. From around 40% up to roughly 50%, the balance sits as classic milk chocolate, creamy and sweet with the cocoa clearly present. - White chocolate: Look for at least 35% cocoa butter, well above the 20% legal minimum. White chocolate contains no cocoa solids at all, so it never develops the traditional cocoa flavour that dark or milk chocolate carries. Its character depends heavily on the quality of the cocoa butter, alongside the milk, sugar and how the chocolate is made. Does a higher percentage always mean a better bar? No, and this holds regardless of which type of chocolate is preferred.
